The eleventh house covers groups, friendships, networks, and the collective projects a person takes part in. It is the house of being one of a number rather than a counterpart.
Traditionally it also covers hopes and long-range wishes — what somebody is aiming at beyond their own immediate life.
It is succedent, and shares the fixed quality of Aquarius, its associated sign. Placements here tend to describe durable affiliations rather than passing ones.
Friendship Rather Than Partnership
The distinction from the seventh matters. The seventh is one person faced directly; the eleventh is a circle, a movement, a professional community — anything where the relationship is plural.
The cusp sign describes how somebody belongs. Leo there produces a visible role within a group; Capricorn produces affiliations that are structured and often professional.
Where the ruler sits shows what the belonging is tied to. An eleventh-house ruler in the tenth frequently describes somebody whose network and career are the same thing.
