Where the third gathers local information, the ninth asks what it all means. It is the house of the worldview rather than of the facts underneath it.
It is cadent, preceding the angular tenth, and its material tends to shape a life indirectly rather than showing up as visible events.
Belief And How It Arrives
The cusp sign describes how somebody arrives at what they believe. Sagittarius there produces conviction that expands continuously; Virgo produces a worldview assembled carefully from evidence.
Where the ruler sits shows what that belief is tied to. A ninth-house ruler in the tenth frequently describes somebody whose work is an expression of what they think the world is like.
